NOTE:
Changes from SNP to SNFO or from SNFO to SNP are program
changes, not pipeline changes. See paragraph 901.
b. Eligibility. Pipeline change requests based on personal
preference are not authorized. SNAs/SNFOs may submit a request
for a pipeline change if they meet one of the following
criteria:
(1) Have difficulty in one pipeline, but posses the skills
and potential for success in another pipeline (e.g.,
difficulties in CQ in the Strike Pipeline or intercept
procedures in the Strike-Fighter pipeline).
(2) Have a medical problem which prevents further training
in their present pipeline.
(3) Experience a problem where extraordinary circumstances
are involved. (i.e. exceptional family member (EFM)
considerations or fleet duty assignment collocation
considerations due to active duty spouse)
c. Pipeline Change Procedures. SNAs/SNFOs eligible for a
pipeline change may submit a written request to their TRAWING
commander via their chain of command. The Squadron CO will
ensure that a draft RCS CNATRA 1520-2 is prepared and forwarded
to the TRAWING commander, along with a recommendation to the
TRAWING commander regarding approval or disapproval of the
request. The TRAWING commander will verify the request meets
the eligibility criteria in paragraph 903b for a pipeline
change. Students awaiting disposition of a pipeline change
request will continue in training at the discretion of the
TRAWING commander unless on hold due to medical condition or PRB
action.
(1) If the request meets eligibility criteria (903b), the
TRAWING commander forwards the request, the RCS CNATRA 1520-2,
and the students ATJ to CNATRA (N3) for approval after
considering the merits of the case. Students who have
demonstrated deficiencies in the performance areas of
procedures, emergency procedures, and headwork shall not be
considered for a pipeline change.
(2) If the request fails to meet eligibility criteria
(903B) or the TRAWING commander disapproves the request, the
pipeline change shall be denied. (TRAWING sends information
copy of formal denial letter to CNATRA (N3)).
(3) In the case of Marine students, RCS CNATRA 1520-2 and
the students ATJ shall be routed from the TRAWING to CNATRA (N3)
via the appropriate MATSG for endorsement. The commanding
officer of the appropriate MATSG shall forward the request with
endorsement along with the students ATJ to CNATRA (N3). If the
