2. Disapprove the request. If the request is
disapproved, the MATSG shall return the request to the student's
TRAWING, copy to CNATRA (N31). No further action is required.
(d) COMTRAWING SIX. Upon receipt of a program change
request, COMTRAWING SIX shall review the request, endorsements and
the student's ATJ, and schedule an NFO screening board. The NFO
screening board shall consist of three officers, including an O-4
or senior, and an NFO with fleet experience in the student's
service. The losing TRAWING shall either arrange transportation
or a video teleconference for the student to attend the NFO
screening board. The purpose of the NFO screening board is to
determine the applicant's motivation and potential for successful
completion of the NFO training program.
Commander, Training Air Wing SIX may either deny the request, or

info OCM and PERS 43, then forward his endorsement to CNATRA (N31)
for approval. CNATRA will review the request, assess the effects
on pipeline loading, and either approve or deny the request.

(2) Student Naval Flight Officer to Student Naval Aviator
(a) NAVAVSCOLSCOM. Students attached to NAVAVSCOLSCOM
shall submit a request via their chain of command to CO,
NAVAVSCOLSCOM. Assessment of merit shall include performance,
source graduation rank. (Students recruited/selected for SNFO in
spite of physical qualification for pilot should not normally
be approved for pipeline changes.) The CO, NAVAVSCOLSCOM shall

review the request, consult with CNATRA (N5) to assess the effects
on pipeline loading, then either approve or deny the request. If
the request for a program change is approved, the CO NAVAVSCOLSCOM
shall info OCM and PERS 43. CNATRA will act as the final arbiter
on any disagreements between NAVAVSCOLSCOM and OCM. The student
shall be retained on board until the request is resolved.
(b) COMTRAWING SIX. Program changes are not normally
approved for SNFOs who have progressed beyond NAVAVSCOLSCOM. Under
extraordinary circumstances they will be considered. Students in
chain of command (and appropriate MATSG, if applicable)
to COMTRAWING SIX. Commander, Training Air Wing SIX may either

deny the request, or info OCM and PERS 43, then forward his
endorsement to CNATRA (N31) for approval. CNATRA will review the
request, assess the effects on pipeline loading, and either approve
or deny the request. Students shall continue in training while
their request is being processed.

(c) Marine Aviation Training Support Group (MATSG).
Marine NFO students requesting a program change to pilot shall
route their request to COMTRAWING SIX via MATSG Pensacola. After
conferring with the Commandant of the Marine Corps, the commanding
officer of MATSG Pensacola has the authority to:
