CHAPTER IX
TRAINING TRANSFERS, SEPARATIONS, AND DESIGNATION
900. SCOPE. This chapter provides procedures and guidelines
governing students requesting program or pipeline changes,
separation of students from training, and designation of flight
students. Procedures in this chapter are applicable to all Navy
and Marine student naval pilot (SNP) and student naval flight
officer (SNFO) and USAF student pilot and student navigator
personnel in NATRACOM. CNATRA will handle cases involving Coast
Guard students, Air Force students and international military
students (IMSs) on a case by case basis, after coordinating with
the appropriate service authorities.

PROGRAM CHANGES
a. Definition. Program changes are used to switch students

from SNP course to SNFO or vice versa. USAF and international
students shall use their parent service guidance regarding
program changes. The most common reasons for program changes
are:
(1) Change in medical status.
(2) SNPs experiencing flight difficulties (Basic Airwork).
b. Eligibility For Program Changes.
To qualify, a student
must:
(1) Meet the requirements set forth in the NAVMILPERSMAN
6610360.
(2) Not have been disenrolled from an aviation training
program for any reason other than physical (or flight failure in
the case of SNP to SNFO).
(3) Not have voluntary disenrolled (DOR) from any aviation
training program.
SNPs are not eligible for program changes after academic

attrition. SNFOs are not eligible for program changes
after flight or academic attrition. Students whose board
actions include endorsements of "not aviation material"
or "not officer material" are not eligible for program
changes.
c. Criteria for Program Changes. The following skills are
applicable to all aviators and shall be considered when
determining a student's potential to complete a new program:
(1) Academic performance.
(2) Procedures application.
(3) Situational awareness.
