d. Program Change Procedures. Eligible students desiring a
change in program (SNP to SNFO, or SNFO to SNP) shall submit a
written request, via their chain of command as delineated below.
A)
Refer to flowchart Figure IX-1.) For students attached to
NAVAVSCOLSCOM, the CO NAVAVSCOLSCOM is the final approval
authority on all change requests. CO NAVAVSCOLSCOM shall info OCM
and PERS 43 prior to approving any program change requests.
CNATRA is the approval authority for all program changes once a
student begins flight training. TRAWING Commander shall info OCM
and PERS 43 prior to forwarding program change requests to CNATRA.
CNATRA will review the request, assess the effects on pipeline
loading, and either approve or deny the request. The student
shall be retained on board until the request is resolved.
(1) Student Naval Pilot to Student Naval Flight Officer
(a) NAVAVSCOLSCOM. Students attached to NAVAVSCOLSCOM
shall submit a request via their chain of command to CO,
NAVAVSCOLSCOM. Assessment of merit shall include, performance,

source graduation rank. The CO, NAVAVSCOLSCOM shall review the
request, consult with CNATRA (N5) to assess the effects on
pipeline loading, then either approve or deny the request. If the
request for a program change is approved, the CO NAVAVSCOLSCOM
shall info OCM and PERS 43. CNATRA will act as the final arbiter
on any disagreements between NAVAVSCOLSCOM and OCM. The student
shall be retained on board until the request is resolved.
(b) Pilot TRAWINGS. Students in pilot training shall
submit requests for program change to their TRAWING commander via
their chain of command. If the request meets eligibility

requirements, the TRAWING commander will forward the CNATRA RCS
1330-1 and ATJ to TRAWING SIX. Students in training shall continue
in training at the discretion of the TRAWING commander while their
request is processed. Attrited students shall be retained at the
TRAWING awaiting disposition. Action on program change requests
shall be completed prior to submitting the report of attrition,
RCS CNATRA 1900-2. The TRAWING commander has the authority to:
1. Forward RCS CNATRA 1330-1 to COMTRAWING SIX if

recommending approval, or
2. Disapprove the request. Send a copy of the
disapproval letter to CNATRA (N31). No further action is
required.
(c) Marine Aviation Training Support Group (MATSG).
Marine program change requests shall be forwarded via their
controlling MATSG. After conferring with the Commandant of the
Marine Corps, the commanding officer of MATSG has the authority
to:
