Basis For Measurement
Category:
Intermediate pre-load (All pipelines)/TS Pre-Load - PILOT
Measurement Definition: The Cycle Time from the time a student Pilot
selects in Primary until the student starts Intermediate Class or TS
(for Strike).
Calculation:
CT = (Beginning Students on Hand + Ending Students on Hand)/2
Outs
Beginning Students On Hand = The number of student Pilots who have
platform selected at the beginning of the period and awaiting start of
the appropriate Intermediate syllabus. The student data should
exclude those students who are leaving the Aviation training track and
being transferred to other areas.
Ending Students On Hand = Number of student pilots who have not
begun Intermediate at the end of the period. Data should
exclude students leaving the Aviation training track and being
transferred to other areas. Number should = (Beginning Students on
Hand + Ins)-(Outs + Attrites)
Attrites = Number of students who do not continue training and are
eliminated IAW CNATRAINST 1500.4F as of the date of assignment of the
appropriate attrite code.
Ins = Number of student Pilots selected from Primary Phase.
Outs = Number of student Pilots starting Intermediate or TS Class.

Data from Monthly Aviation Statistical Report (ASR).
Frequency: Collect and report data monthly. Data should be collected
based on transactions through close of business on the last day of the
month. Data due on the 5th workday following the close of the month.
Two month smoothing is to be used. (see note on cover page)

Basis For Baseline: N/A
Basis For Entitlement: One week is allowed for calculation of entitled
WIP e between Primary and Intermediate Prop and Rotary. Two weeks for
Intermediate Strike Pre-load
