Basis For Measurement
Category:
Pre-Primary Pre-load Pilot and NFO
Measurement Definition: The number of Pilot and NFO students
graduated from API until they begin Primary Class. Include all
services (the Naval Aviators count should be available). CAT 1
Aviators only. Pilot and NFO data to be reported separately.
Calculation: Pre-Primary Pre-load = Number of students on hand at the
end of prior month + the number of students graduating from API - students
starting Primary Class.
Pre-load Size = Number of Pilot and NFO students in the Pre-primary
Pre-load at the beginning of the period including the Post-API pool
and students awaiting the next phase of training. The student data
should exclude those students who are leaving the Aviation training
track and being transferred to other areas.
Ins = Number of Pilot and NFO students graduated from API continuing
into the Primary Phase.
Outs = Number of Pilot and NFO students starting Primary Class.

Initial data from Monthly Aviation Statistical Report (ASR).
Frequency: Collect and report data monthly. Data should be collected
based on transactions through close of business on the last day of the
month. Data due on the 5th workday following the close of the month.
Two month smoothing is to be used. (see note on cover page) Pilot and
NFO data to be reported separately.

Basis For Baseline:
The average of the 10 month period from Oct 97
until Jul 98.
Basis For Entitlement:
Equivalent of two weeks of students
