Basis For Measurement

Pre-FRS Pre-load E2/C2 NFO
Measurement Definition: The Number of students waiting to start an
E-2/C-2 FRS class after selection to the FRS phase.
Calculation: Pre-FRS Pre-load = Number of students on hand at the end
of prior month + the number of students winged - students starting FRS
Class.
Beginning Students On Hand = Number of CAT 1 students in the NFO Pre-
FRS Phase at the beginning of the period.
Ending Students On Hand = Number of CAT 1 students in the Pre-FRS
Phase at the end of the period. Number should = (Beginning Students
on Hand + Ins)-(Outs + Attrites)
Attrites = Number of students which do not continue to a FRS or leave
for medical reasons, etc..
Ins = Number of CAT 1 students selected to the FRS Phase, on the date
of selection.
Outs = Number of CAT 1 students who started a FRS Class during the
period,

Initial data from Monthly Aviation Statistical Report (ASR).
Frequency: Collect and report data monthly. Data should be collected
based on transactions through close of business on the last day of the
month. Data due on the 5th workday following the close of the month.
Two-month smoothing is to be used. (see note on cover page)
