Basis For Measurement
Category:
Pre-FRS Phase E-2/C-2 NFO
Measurement Definition: The Cycle Time from the time a CAT 1 NFO
student completes selection to the FRS phase until the student's FRS
class begins.
Calculation:
CT = (Beginning Students on Hand + Ending Students on Hand)/2
Outs
Beginning Students On Hand = Number of CAT 1 NFO students in the Pre-
FRS Phase at the beginning of the period.
Ending Students On Hand = Number of CAT 1 NFO students in the Pre-FRS
Phase at the end of the period. Number should = (Beginning Students
on Hand + Ins)-(Outs + Attrites)
Attrites = Number of students which do not continue to a FRS or leave
for medical reasons, etc..
Ins = Number of CAT 1 NFO students selected to the FRS Phase, on the
date selected.
Outs = Number of CAT 1 NFO students who started a FRS Class during the
period.

Frequency: Collect and report data monthly. Data should be collected
based on transactions through close of business on the last day of the
month. Data due on the 5th workday following the close of the month.
Two month smoothing is to be used. (see note on cover page)
Submit data to: TRAWING SIX submits data to CNATRA N32 who will
review and forward to OPNAV N789
Basis For Baseline: The average of the 10 month period from Oct 97
until Jul 98.
Basis For Entitlement:
Nine weeks
