1650.9A.
f. Trends. The documentation of significant trends in basic
airwork, headwork, and procedures is extremely helpful in
analyzing the performance of students and aviators. If mentioned
on the ATF, trends can help an instructor conducting a jacket
review before a student flight monitor negative or dangerous
tendencies on that specific flight, help a Progress Review Board
(PRB) to tailor extra flight instruction to the student's needs,
or aid higher authority in determining whether retention or
attrition is warranted.
g. Jacket Reviews. Jacket reviews are conducted frequently to
inform the instructor and student of the student's progress.
Required jacket reviews shall be published in the curriculum.
Students whose performance is such that they may be marginal at
completion of a stage or phase should be identified during jacket
reviews.

701. CONCEPTS OF MEASUREMENT. There are two basic means of
measuring performance and comprehension; subjective and objective
grading. Grades that are awarded based on judgment, whether
measured relative to prescribed and explicit criteria or to peer
performance, are subjective. Grades that can be assigned by
comparing student performance to an absolute, predefined criteria
are objective.

702. FLIGHT GRADING SYSTEM. The flight grading system in some
courses of instruction is subjective in that students are graded
relative to certain criteria and to their progress and
proficiency relative to their peers. The system and curricula
are based upon the concept that an average student making average
progress successfully completes the curriculum with average
grades. There are, however, certain objective standards (minimum
thresholds of achievement) which also are applicable and shall be
used as grading criteria. Grading and evaluation policies for
students in the Multi-Service Pilot Training System are based
upon absolute maneuver grading and are identified in CNATRAINST
1542.140.

703. GRADE LEVEL DEFINITIONS. The criteria provided below are
established for graded flight items. For students in the Multi-
Service Pilot Training System Curriculum, CNATRAINST 1542.140,
specific provisions of that instruction are applicable to the
definition and application of grading and evaluation policies.
a. Unsatisfactory (abbreviation: U; numeric grade: 1.0).
The student is not ready to progress safely or satisfactorily to
the next curriculum event. The student fails to achieve minimum
curriculum performance standards or performs in a dangerous
manner.
b. Below Average (abbreviation: BA; numeric grade: 2.0).
The student is ready to progress safely to the next curriculum
event. The student's progress is lagging behind curriculum
