B. SID categories and location:
1.
Military SIDs are published by DOD in FLIP
Terminal High and Low Altitude books,
along with military arrival plates and military
airport diagrams. Not all military bases
have DOD published SIDs: e.g., Meridian
NAS does not

Local base SIDs are not published in FLIP.
They can only be acquired at Base
Operations. They are used primarily by a
particular base's local aircraft to transit to/
from local training areas, etc.

DOD publishes civilian SIDs for all civilian
airports that have DOD/FAA-approved
instrument departures and arrivals. Civil
Airport Diagrams, civil SIDs, civil "Profile
Descent Procedures," and civil Standard
Terminal Arrivals (STARS) are all
consolidated into the same FLIP
publication, which is issued as EAST and
WEST booklets that divide the CONUS at
the Mississippi River
