Active decision making
(1) Must continuously monitor the radar
(2) Makes judgments based on radar information

Increased communication requirement
(1) Controller provides you with flight profile information for
controlling aircraft
(2) You must repeat headings, altitudes, and altimeter settings
(3) You must acknowledge all radio calls
(4) You must comply promptly with instructions

Allows the controller flexibility to deal with changing flight conditions

Weather
b.
Air traffic
c.
Temporary restrictions, such as inoperable NAVAIDs
