3. The NAPT chart on page 3 reflects the primary concerns of the NAPT
in managing Naval Aviator Production. Those key measures reflect to
the NAPT the guiding information that may be expanded at the next
level down.
4. CFT-2, charged with the CNATRA production portion of the NAPPI
program, supports the NAPT with their cockpit charts which expand the
areas of the NAPT into more detail for the "drill down" approach to
analysis. For example, the NAPT chart reflects total pilot and NFO
demand and production numbers. The CFT-2 charts for pilot and NFO
production reflect the production in each area so that appropriate
attention may be focused on an area as required.
5. There may also be linkage between CFTs, or in the case of CNATRA
between Wings chart there is a linkage panel for pre-FRS pools. While
this may appear to be an interest item for only CFT-3, it is also of
interest to CNATRA since the production output from CNATRA feeds the
FRSs. The common monitoring of an area between CFTs and portions of
the organization reflects the linkage of the entire process and the
communication required to keep a smooth flow of aviators to the fleet.
