(a) Squadrons shall provide the names of NAVCADs
expected to complete during the next calendar month to their
respective TRAWING no later than the 15th of the current month.
(b) TRAWINGs shall send the names of the prospective
graduates, either by message or telefax (DSN 226-5221,
COMM 1-703-696-5221), to NAVCRUITCOM (Code 311 and Code 13) no
later than the 20th of the current month.
(c) TRAWINGs shall send a message to NAVCRUITCOM
(Codes 311 and 13) 2 weeks before the winging date to confirm
prospective graduates.
Friday, if the Monday is a holiday, TRAWINGs shall telephone
have the correct information and are being forwarded.
(e) After the NAVCAD signs the officer appointment,
PERSUPP DET shall forward required copies to NAVCRUITCOM, and
will send a message to NPC-1653G providing the information
necessary to initiate an Officer Service Record.
(f) NAVCADs who have four or more years of enlisted
service will be commissioned as O-1E.
(g) The date of rank for a NAVCAD is the same as their
commissioning.
(11) Detailing. NAVCADs will be detailed for initial
assignments the same as their commissioned counterparts.
(12) Attrition. NAVCADs attrited from flight training
shall be processed in accordance with the provisions of Chapter
VIII, Chief of Naval Operations policy decisions, and the
paragraphs below. Should there be a conflict between the
provisions of this instruction and CNO policy, CNO policy shall
govern.
(a) Civilian accession. Civilian accession NAVCADs
who attrite for any reason other than physical will incur a
minimum two year active duty obligation (if not discharged from
service). Upon attrition, civilian accession NAVCADs will be:
1. Administratively reduced to pay grade E-3.
PERSUPP DETs will complete NAVPERS 1070/622, using notification
from NAVCAD immediate superior in command (ISIC) and NAVCAD
enlistment contract as authority.
