908. STUDENT ESTIMATED COMPLETION DATE (ECD) REPORT. Newly
designated aviators are usually ordered to Fleet Replacement
Squadrons (FRSs) and to certain schools prior to reporting to
their ultimate duty stations. Starting dates for FRS and en
route schools are scheduled to provide an orderly flow of
replacement personnel to the fleet and activities and in most
cases little flexibility is available with regard to class
commencement dates. It is, therefore, imperative that timely and
accurate planning be accomplished to ensure an orderly flow of
newly designated aviators and flight officers to en route schools
and FRSs. Staff detailing decisions are made and NPC orders are
written based upon the ECDs provided by advanced training
squadrons. Predicting ECDs is difficult and unforeseen
circumstances will require certain changes; however, these can be
held to a minimum by careful evaluation and proper planning. In
order to preclude costly and inefficient order modification,
squadron commanding officers shall ensure that variables such as
weather, aircraft availability and delays for extra instruction
are realistically considered during ECD assignment and subsequent
readjustment, especially during the final six weeks of training.
a. Student ECD reports, three copies, shall be submitted
weekly by each training squadron. This report, RCS CNATRA
1500-7, shall reflect all students on board as of 0800 each
Monday and shall be forwarded by fax or e-mail to CNATRA (N32)
not later than Wednesday of each week. See Appendix B.
Additionally, a report is due covering the last working day of
the fiscal year, to be forwarded to CNATRA within three working
days.
b. When a student is ordered to a fleet or shore assignment
with a specific reporting date, every effort must be made to
complete the student and detach him in time to allow at least
proceed and travel time. If for any reason it appears that a
graduating student is unable to meet the reporting date in his
orders, the CNATRA Student Personnel Officer, DSN 861-3559,
shall be notified by telephone.

ASSIGNMENT OF NEWLY DESIGNATED AVIATORS
a.
Background
(1) Navy Maritime, E2/C2 and Strike student pilot
assignments are coordinated with NPC by CNATRA Student Personnel
Officer.
(2) Navy Helicopter student pilot assignments are
coordinated with NPC by COMTRAWING FIVE.
(3) Naval flight officer assignments are coordinated with
NPC by COMTRAWING SIX and Naval Air Training Unit.
(4) All Marine students are coordinated between the
Commandant of the Marine Corps and cognizant MATSG.
