An authorization by ATC for the purpose of
preventing collisions between KNOWN aircraft.
Aircraft are to proceed under specified traffic
conditions within controlled airspace. It is not an
authorization to deviate from any rule, regulation, or
minimum to conduct unsafe operation of aircraft
