requested by ATC to file IFR flight plans at
least 4 hours prior to ETD.

Pilot participation may be mandatory

than 10 minutes before proposed taxi
time

IFR clearance (or delay information if
clearance cannot be obtained) is
issued at the time of this initial call-up

After the IFR clearance is received on
call Ground Control when ready for
taxi instructions
