requires verbal closing of flight plans on the ground
through Ground Control, Control Tower, or Base

At nonmilitary installations, the pilot shall close the
flight plan with flight service through any means

"Closing" your flight plan will ensure a proper arrival
report will be sent to ATC and your aircraft will be
accounted for
