The range/facility must meet all requirements for a Navy Standard
"A" Course per OPNAVINST 3591.1C

Alternative Plan
a. Personnel must complete all classroom training to receive a
designation certificate.
b. Students must complete all course objectives in order to
graduate. Students must receive all lesson plan presentations. If a
laboratory application must be cancelled (due to inclement weather,
equipment malfunction, etc.), students must complete the Alternate
Training Plan as specified in the Lesson Plan. The Commanding Officer
may waive certain events if factors (e.g. weather, medical) preclude
the students from participating, the course objectives have been met,
there is no Alternate Training Plan, and every effort has been made to
complete the evolution. Missed training elements shall be annotated
as incomplete in individual training jackets.
4. Safety.
Drop on Request (DOR)/Training Time Out/Student Safety
Policy.
a. All students shall be briefed on the CNET "DOR" and "Training
Time Out" policy prior to the commencement of training.
b. Drop on Request. All Navy training is voluntary; therefore
students may voluntarily request termination of training. Anytime a
student makes a statement such as "I quit" or "DOR," they shall be
immediately removed from the training environment (pool, bay,
classroom, etc.) and referred to the NACCS Division Officer for
administrative action. When the student exercises the option to
terminate training as stated above, the NACCS Division Officer shall:
(1) Counsel the student on the consequences of the decision
and find out the reason(s) behind the request.
(2) Have the student make a written request (CNATRA-GEN
1542/16) to terminate or continue training. This request will become
a part of the students training record.
(3) Following a student's DOR request, the Commanding Officer,
Executive Officer or the AEATS Department Head are the only
authorities to return the student to training.
(4) Students who are returned to training shall be helped in
the program by senior instructors until student's confidence is
