SHORE SAILOR OF THE YEAR PROGRAM

1.  Background.  Reference (a) outlines the CNO Sailor of the Year (SOY)
Program, as part of that process Naval Shore Activities select one candidate
for consideration as the CNO Shore Sailor of the Year.  The individual picked
as the NATRACOM Sailor of the Year is then nominated for consideration as the
CNET Sailor of the Year.  If selected as the CNET Sailor of the Year, the
package will be forwarded for consideration by the CNO for Shore Sailor of the
Year.
2.  Eligibility.  The Naval Shore Activities SOY Program is open to all active
duty E-4, E-5 and E-6 personnel serving ashore on type 1, 3, 6 or 7 duty.
Personnel in paygrade E-6 selected for advancement to E-7, canvasser recrui-
ters eligible for Navy Recruiter of the Year (ROY) or Reserve Navy Recruiter
of the Year are not eligible for this program.
3.  Nomination Criteria.  Each TRAWING commander, naval air station (NAS)
commanding officer, or direct reporting commanding officer is required to
nominate one candidate for consideration as the NATRACOM Sailor of the Year.
The CNATRA Force Master Chief will promulgate the due date for receipt of
completed nominations; the format/data for the nomination package; and
interview dates for the candidates.  This is done annually, based on the
OPNAVNOTE issued each year.

Action
a.  TRAWING commanders, NAS commanding officers, and direct reporting
commanding officers will nominate one candidate for consideration as the
NATRACOM Sailor of the Year.
b.  Upon receipt of nominations, CNATRA will establish a selection board
comprised of NATRACOM Command Master Chiefs for the purpose of screening
performance records and conducting interviews to determine the winner.  The
board's recommendations will be submitted in writing to the Chief of Staff and
CNATRA for final adjudication.  Notification of the NATRACOM Sailor of the
Year will be by CNATRA message.
5.  Recognition.  The NATRACOM Sailor of the Year will receive a CNATRA Navy
Commendation Medal and be the CNATRA nominee to CNET for the Sailor of the
Year competition.  If selected as the CNET Sailor of the Year, the nomination
package will be forwarded for consideration as the CNO Shore Sailor of the
Year per reference (a).
6.  Presentation and Publicity.  The recipient's commanding officer will
provide for appropriate presentation and publicity in coordination with the
CNATRA Force Master Chief.
